The 是…的 frame
The event is not in doubt; this frame asks or stresses when, where, or how.
规则
Used when the event HAS happened and the speaker asks or stresses the circumstances:
你是什么时候来的？ 我是坐飞机来的。 你是在哪儿学的汉语？
The 是 may be dropped; the 的 may NOT: 你什么时候来的？ is fine.
The negative is 不是…的, never 没是…的.
