With a stated time, only 就要 works — 快要 cannot take one.

快要 + verb + 了 = about to: 快要下雨了。 天快要黑了。
就要 + verb + 了 also means about to, but it MAY take a stated time: 明天就要考试了。
Never 明天快要考试了 — 快要 refuses a time word.
