Anyone, anything, not a single one
A question word plus 都 or 也 stops asking anything and starts meaning any.
규칙
Question word + 都/也 = any: 谁都知道 (everyone knows), 什么都行 (anything will do).
The negative comes after: 我什么都不想吃。 我哪儿都没去过。
一 + measure + 也/都 + negative = not a single: 教室里一个人也没有。
These are NOT questions, however many 谁 and 什么 they contain.
