对…来说 and 就…而言
Scoping a claim — from whose point of view, or in what respect.
규칙
对 A 来说 = for A, as far as A is concerned — a PERSON'S point of view:
对学生来说，这个价格太高了。
就 A 而言 = in terms of A — scoping the RESPECT under discussion, in writing:
就质量而言，这个牌子最好。
关于 A = about A — the TOPIC of a book or a discussion: 关于这个问题…
至于 A = as for A — TURNING to another topic already raised: 至于价格，我们下次谈。
All four open a sentence, but only 对…来说 is about a viewpoint.
