与其说…不如说 — call it B rather than A
It does not deny A outright; it says B is the better description.

与其说 A，不如说 B = rather than calling it A, call it B. The BETTER description is the second one.
与其说他是老师，不如说他是朋友。
Against 不是…而是: that one rules A out; this one merely says B fits better, and A is not false.
Both halves must be symmetrical: 说 plus a description each.
与其…不如 without 说 chooses between courses of action — a different frame.
