一律, 一概, 统统 — without exception

Three ways of saying the lot, differing by whether you are writing a rule or talking.

规则 一律 = uniformly — for a RULE applied to everyone alike: 迟到者一律不得入场。
一概 = flatly — usually with a NEGATIVE, stating a settled refusal: 他一概不接受采访。
统统 = the whole lot — SPOKEN, and a little blunt: 这些东西统统扔了吧。
All three are adverbs, after the subject and before the verb.
都 is the neutral word that fits anywhere; these three replace it only in their own register.
