于 — at, in, than, by

The rule 于 clamps onto the BACK of a verb or adjective; unlike 在 or 比 it never leads:
place and time: 生于1990年。 位于市中心。
comparison (for 比): 高于平均水平。 好于预期。
passive (for 被): 受制于人。
Set phrases: 由于, 对于, 关于, 至于, 终于, 等于, 在于, 善于, 急于, 属于。
在于 = lies in: 问题在于时间不够。
