凡是…都 — anything that is …
凡是 sweeps up a whole category without exception, and the second clause must carry 都.
規則
凡是 + a CATEGORY，都 + a claim — everything in that category, no exceptions.
凡是来过的人都说好。 凡是他做的菜我都喜欢。
What follows 凡是 must be a CATEGORY — a general noun or a relative clause, not one individual.
WRONG: 凡是我哥哥都很好。 (one person is not a category)
The second clause REQUIRES 都 or 均; without it the sweep is lost.
