凡, 者, 举凡, 均 — sweeping up a class
凡 opens a class, 者 closes it, and 均 sweeps up everything in it.
The rule
凡 A 者，均/皆 B = anyone who is A shall B — the regulatory frame of written Chinese:
凡报名者，均须提交材料。
者 closes a phrase naming a class of person: 参加者, 报名者, 获奖者. No 的人 after it.
举凡 = ranging over — opening a LIST of fields: 举凡文学、历史、哲学，他无不涉猎。
均 = all — the written 都, at home in regulations.
凡 gathers a CLASS; 举凡 runs through a LIST.
