A single 以 does the work of 用, 为了 and 把, depending on where it stands.
The rule
以 = by means of (for 用): 以书面形式提出。 以事实为依据。
以 = in order to (for 为了), opening the second clause: 加强管理，以提高效率。
以…为… = take … as …: 以人为本, 以质量为先。 A frame to learn whole.
Set phrases: 以便, 以免, 以来, 以往, 予以, 加以, 难以, 得以。
难以 + verb = hard to: 难以理解, 难以想象。
