One frame, two opposite meanings — decided by whether 都 or 还 follows.
規則
除了 A 以外，还/也 B = besides A, also B — A COUNTS TOO.
除了汉语以外，他还会说英语。 (he speaks both)
除了 A 以外，都 B = apart from A, all of them B — A IS THE EXCEPTION.
除了小王以外，大家都来了。 (only Xiao Wang stayed away)
以外 may be dropped; 除了 may not.
