连…带… and 又是…又是…
Two things taken together, or a rush of things one after another.
規則
连 A 带 B = A and B together as one lot: 连本带利, 连人带车。
What follows 连 and 带 is a short NOUN, not a clause.
又是 A 又是 B = what with A and with B — a rush of actions, with a note of complaint:
他又是打电话又是发短信，忙了一整天。
又 A 又 B = both A and B, two qualities at once: 又好吃又便宜。 That one takes ADJECTIVES.
连…带… bundles nouns; 又是…又是… lists actions.
