据称 = it is claimed — somebody ELSE'S word, implying it is UNVERIFIED: 据称此事尚未证实。
据…所… = so far as … : 据我所知, 据我所见 — a fixed frame with the subject in the middle.
根据 + a NAMED SOURCE = on the basis of: 根据天气预报…
据悉 and 据称 stand alone with a comma; 根据 must be followed by a source.
