就 and 才 — sooner or later than expected
Same clock time — swapping 就 for 才 changes what the speaker thinks of it.
規則
就 = earlier, quicker or easier than the speaker expected: 他六点就来了。
才 = later, slower or harder: 他九点才来。
Same event either way — the choice reports the speaker's judgement, not the clock.
A 才 sentence usually takes no final 了: 他九点才来, not 他九点才来了。
